Motorists in Perkins County
increased their usage rate of seatbelts and child restraints from about 56% to
about 71% during the Click It or Ticket Mobilization.
The usage rate was calculated by surveying seatbelt and child restraint
usage in various locations throughout Perkins County before and after the
mobilization, which ran from May 24 through June 6.
During the mobilization, Perkins
County law enforcement officers issued one citation and one warning for
violation of the child passenger safety law and three warnings for violation of
the safety belt law.
Officers also issued two citations
for speeding, one citation for reckless driving, one citation for driving under
suspension, made one driving under the influence of alcohol arrest, one arrest
for possession of drugs and drug paraphernalia, two arrests for outstanding
warrants, one violation of probation arrest and issued an additional 15 warnings
and three citations for other minor traffic offenses.
The Sheriff’s Office is pleased
with the near 27% increase in seatbelt and child restraint usage in Perkins
County during the mobilization. We strongly encourage all motorists to
buckle up because utilizing seatbelts and child restraints greatly reduces the
risk of serious injury and death in motor vehicle crashes.
The Perkins County Sheriff’s Office will receive a free digital camera from the Nebraska Office of Highway Safety for participating in the Click It or Ticket Mobilization. Drunk drivers will be targeted during the office's next mobilization, "You Drink & Drive. You Lose." from August 27 through September 4, 2004.
The Perkins County Sheriff's Office will again participate with other Nebraska Law Enforcement Agencies in the National "Click It or Ticket" Mobilization from May 24 - June 6, 2004.
The "Click It or Ticket" Mobilization targets those motorists who don't use seat belts and don't have children properly restrained in a motor vehicle. The purpose of the "Click It or Ticket" Mobilization is to increase the overall use of vehicle and child restraints.
A Pre-Wave Mobilization Survey was conducted the week of May 10, 2004 to measure local restraint usage and the observed usage rate of motor vehicle restraints in Perkins County was 56%. A Post-Wave Mobilization Survey will be conducted the Week of June 7, 2004 to again measure restraint usage in Perkins County. The goal of the statewide mobilization is to increase overall safety belt usage by 5%.
During regular scheduled patrols, Deputies from the Perkins County Sheriff's Office will concentrate on increased traffic enforcement with zero tolerance for safety belt and child restraint violations. Child restraint violations carry a $25.00 fine plus court costs and one point is assessed against the operator's driving record. Occupant protection violations carry a $25.00 fine plus court costs.
In Nebraska in 2003, about one out of four drivers and front seat passengers were observed not using safety belts. During 2003, 293 people died and 21,984 were injured in traffic crashes in Nebraska.
The Perkins County Sheriff's Office will also participate in the National "You Drink & Drive. You Lose" Mobilization from August 27 - September 12, 2004. The National "You Drink & Drive. You Lose" Mobilization targets drunk drivers.
All drivers and front seat passengers must be properly buckled up. (Secondary Law)
If the driver has a provision operator's permit (POP) or school permit, the driver and ALL passenger must be buckled up. (Secondary Law)
Children up to the age of 6 must be properly buckled up in a child safety seat or booster seat. (Primary Law)
All children ages 6 up to age 16 are required to be buckled up in a safety belt, booster seat, or child safety seat. (Secondary Law) Effective July 2004 the age limit increases to age 18.
Childcare providers must transport all children securely in an appropriate safety seat or safety belt. (Primary Law)
Children 17 and younger are prohibited from riding in cargo
areas (i.e. truck bed). - Effective July 2004.
Primary
Law - any person driving in Nebraska can be stopped and ticketed solely for
this violation.
Secondary
Law - drivers are cited for the violation only if stopped and ticketed for a
separate violation.
